The primary focus of the content and instruction of world languages is the development of language skills and cultural awareness. The meaning of language is incomplete without an understanding of the cultural framework supporting it. The skills to be learned in the modern languages are: reading, writing, listening, and speaking. These skills should be presented in a balanced manner throughout instruction. Due to the fact that Latin is not spoken by any modern population, reading and writing is stressed while listening and speaking are not.
